It depends on what you are trying to grow. A good solution if you are concerned about nutrient poor soil is to till the soil with a couple bags of humus or peat moss. Both are inexpensive and will greatly increase the quality of soil for an entire season. I have also heard of using a lot of manure in the same way but that seems like overkill to me.

Sandy soil doesn't grow very good, you need fertile ground to grow anything, dig down a little and see what's underneath that sand.
