Of course they are... I think some is even smarter the US. They call some of the RICHEST islands 3rd world because of the density and population... one example is The Cayman Islands in the caribbean they call that a 3rd world country but its not. sure Cayman has their share of poverty but name ONE place in the world that doesnt. Cayman holds the RECORD in the caribbean of the place with THE MOST banks. Cayman is one of the RICHEST in the caribbean.. but they still call it 3rd world... i can name lots more that are like Cayman. Cayman is 22 miles longs, thats not alot of space AT ALL! and its noted as BETTER in the finanical world than the USA, 50 states cant beat a 22 mile long island in the caribbean that they call 3rd world, think America is so great. HA! This is the question you should be asking "Is AMERICA smart enough to get international money pumped into it?". Think about that.

Most of them are already getting American money in the form of foreign aid. A lot of them have developed cottage industries sewing clothes. Not all the cheap stuff comes from China. Yarn comes from Turkey and a lot of cheap clothes are sewn in personal houses in India, Pakistan, and Bangladesh. Other countries have managed to develop a market for their folk arts, like soapstone carvings from Zimbabwe and masks from several African countries, and woven goods like blankets from Central and South America. How a country makes its money isn't decided by the country, but by its individual citizens.

It's not a Q of not being smart enough. It matters most that if there's no capital to invest in using their knowledge, they can have PhDs out the yazoo and not be able to do anything without any money to open businesses, schools, hospitals, etc.

Their leaders are. The general population is confused by all the mix ups of traditional religions attacking their worthiness to live civilly. We live in a global economy where the rich are cooperating with one another no matter where they live to get the money, because their greatest fear is somebody else controlling it and they not being taken care of as a result of that control out of their hands.

I find it very naive that you said are 'they smart enough'. Most developing nations are that way due who their colonizer. The USA and Canada were lucky to have been colonized through a mercantilist system whereas Africa and Latin America were colonized to simply take the resources out of those nations.
We are even responsible for a number of the ills that have occurred in 3rd world nations that have contributed to their problems. For example the sponsorship of coups in Guatemala, Chile, Argentina, and Zaire.
We actually spend 0.001 of our budget on foreign aid and most of it goes back to US companies/farmers to begin with. Sustainable education and basic human rights are what we should be helping with.
