You may need to ask your next door neighbor to keep his invasive Ivy away from your house. You can't spray it or you will kill his plant.

Unfortunately, you can only prolong the Ivy growing back again. The only way of stopping it completely is to destroy the main root and cut up the wall so that the root does not grow into the ground again. This will eventualy turn the Ivy brown where it can easily be removed.
Be careful as Ivy can grow through the wall and render the building unsafe.

Well, if its not Poison Ivy, why would you want to get rid of it? Your getting natural beauty at no cost to you. Any sprays you use would kill the whole plant, and I don't think your neighbor would appreciate that. But if you don't really want it, then just cut back your side, they can't say anything about that if it's coming onto your property.
If it is Poison Ivy, kill away - you can cut the vine and then let the plant die.
Wish I had your problem, lol.

Any spray you apply will kill the main plant much to your neighor's dismay and anger.
If the ivy is on the fence, cut it and unzip it. If creeping along the ground, take a spade and cut it at the property line severing it's connection with the mother plant.......then you can spray what's on your side.
Just as with trees or other overhanging items, you are entitled to trim back what's on your side, but not to the death of the entire plant.

The legal situation is exactly this, if anything protrudes into or hangs over your property, you have a right to remove it. The law also states that you have to return it to the rightful owner. So when my neighbours trees were a problem and he refused to do anything. I got them cut back, two skips full of branches, and returned them to him by placing it outside his front door. He was very angry, took legal advise and was told I had acted correctly within the law.
The other thing you can do, diesel oil at the base to the plant. Works a treat. good luck

round up makes a spray specifically for poison ivy and if works very fast. i sprayed it on my problem and it killed it all in a week.
you can get it at lowes or a place like that look for the one that says poison ivy spray.
no need to get close to it and get it yourself you can spray this stuff from 10 feet away.

Nip outside under the cover of darkness and cut through the main stem.This will cure the ivy problem once and for all.

Cutting the root will "not" kill ivy as it will draw enough moisture from the climbing roots along its stem to keep it alive. legally you can only cut what grows over your fence, if you poison the plant that is rooted in someone elses property you may leave yourself open to prosecution from your neighbour.

If you want to kill it dead, pour kerosene on it.
I had some in a quart purchased container, colored, or the indoor decorative lighting, which I never used, I poured it on my weeds in my garden outside, in 2/3 days they were totally dead. Regular household bleach and water mix will probably do the same thing.
Cheaper than roundup or anything like that.

Roundup spray would do it. You could also go along the edge of your property with a weed whacker.
