Why don't you do an internet search to find examples of accidents occurring while operating a cell phone? Surely, you will generate some information that will help you decide. Personally, I believe that it would be easier to prove the "why not" side of the argument. I know that I've heard of a case where a woman's last moments were on a cell phone, and examples such as her's provide an emotional appeal to readers, thus strengthening an argument.

In England it's illegal to use a hand held mobile phone whilst driving. This is due to the number of accidents that have been caused when people use them It's OK to have hands free like an earpiece but not in the hand. If you receive a call and don't have handsfree you are supposed to stop and turn off your engine before answering. Tests prove that drivers' reaction time is much longer when using a phone than not. If this increases stopping distance then accidents are more likely to cause fatalities.
