Most you can still hear but depends upon the local area agencies where you are.
Most are still using older technology and found some state police in rural states using low band VHF (something police have been using since at least the 1950s and 1960s)
Others are using higher frequencies but still tunable with a 800 mhz scanner (one that can pick up 800 mhz)
still others are using trunking.. or basically a computer assigns a frequency out of a bunch of frequencies for the radios to talk to each other.. you are still able to listen free but for best results require a 800 "trunk tracking scanner"
Newer technologies are coming out with police moving to 700mhz (in 2009 after analog tv is ended in the US) and going digital... there are about 5 different ways of doing digital right now, but most are going with a system called APCO 25 (which is a national adopted standard of how the radios will talk with each other)..this is digital but still free to listen to with the right digital scanner.
Other systems like the one in Pennsylvania do not have scanners for them currently, but if they do, you will be able to listen to them.
Only time listening to the police is restricted is when they go encrypted (or scrambling) ..most police do not do this as the radios cost more for these scramble modules and only use them for certain operations like SWAT).. It's against the law to listen to scrambled communications.
but I'd say 95% of what's out there is still free to the public and listenable with the right scanner.

That is quite legal to put that on your iPad, so long as you use it at home and don't have the scanner activated while driving. In some areas, the use of a scanner in a motor vehicle is illegal. Check your local laws before using a scanner in your car.

Most UK forces have gone digital because all the bad uns were carrying scanners.

Police still use radios. Although some departments are encrypted, so you might not be able to pick them up.

I don't know about police, but our television viewing is interrupted all of the time due to the conversation of two truckers. I guess it comes over the cable. One is named Tom.

no because they are digital radios, which only transmit to to either the Base Station or Mobile unit, pretty much like the Office security...
