I am 14 and I can't figure out what bra size I really am.
band measurement: 28 in.
breast measurement: 31 in.

You might be 32 C. If you measured for the band under the breast you add 4 inches to the measurement to get a band size of 32". The 3 inch difference between the band and breast measurement suggests a "C" cup. The different measurement styles can make the bra size come out much different. If you are very flat chested then you could be an "A" or "AA" cup.
You should ask one of your parents to take you for a bra fitting. Too many girls and women wear the wrong size. There is more to getting the proper size than just measuring. The shape and body type have much to do with it.

Go get professionally sized at Nordstroms, JCPenney or Sears (not victoria secret).
You measure around your chest under your breasts, then add four if it is an even number and five if it is an odd number. That would be your band size.
Then measure around your breasts across the nipples at the widest part of the breast. Subtract first from second number.
1" is an A, 2" is a B, 3" is a C...
Remember that bras do not have standardized sizing. So you could be an A cup in one bra and a B cup in another bra.
Or like I said just get professionally fit.
