I am trying to remember the title of a series of books. It involves two characters with stones in their backs.

These stones somehow give the people powers...and the series may have had to do with dragons. Any lead would be greatly appreciated.

I think you mean the series by Alison Baird that includes "The Stone of the Stars" (The Dragon Throne, Book 1).
