I presume you live in a State/Country that requires 12 months legal separation before a no-fault divorce will be granted. If not, set the legal wheels in motion NOW. Emotionally, it is hard to say when to start dating - probably six to twelve months but it is different for each person. Legally, you need to be careful that the person you date will not be named in a divorce proceeding. Good luck to your "friend"..

Yes, why is she dragging her feet on divorce?

If there is no chance of the two of them getting together, she should proceed to the next step. If she dates now and falls for someone, she will not be in a position to move forward with the new relationship because she is still legally married to her husband. Besides, she is still married. Is she just looking for the best of both worlds? She is really married but wants to date too?

People get separated because they really don't know what to do with the relationship, need some time to clear their heads and think, and are separating on a trial basis. Sounds like she has already made up her mind.

If there is no thought of going back, why isn't she going through with the divorce? Start dating after the divorce is final.....its just better and more fair for all parties.

After the divorce is final. Adultery is the only reason God gives to divorce your spouse.
