I found a bunch of dimes and quarters left outside unintentionally that are corroded with greenish material that does not come off with simple washing.

How do I "restore" these coins so that they are clean and therefore spendable.

They are not of special value, but there is a lot of them.

I do not recommend cleaning collectible coins. You can try boiling them in a solution of 1 part vinegar (white) to about 5 parts water. Use a small metal brush such as a brass one. This may take off most of the green, if the coin has been eaten into it will leave holes. Then put in a water bath with baking soda to stop the acid action. Now you can also take them to a Federal Reserve Bank and trade them in for new ones, damaged or not. There are 12 such banks in the U.S., maybe you live close to one. Ask your bank where the nearest one is.

They do not need to be cleaned to be spent. They can also be rolled up and taken to a bank. I find WD-40 to be the best cleaner for green scum on coins. I saturate them in a shallow dish, let them sit and then wipe them clean. Repeat if necessary.
