Well if they actually own it there is nothing that can be done.

However, if it is a public street...then you should call the Code Enforcement. No, not the police they will tell you that it is a civil matter.

Do your homework and find out who actually owns the property. After that call your local representatives and see what will they do. They might not do anything I mean if there isn't a name to attach to the complaint then there usually isn't a complaint.

However, if you have a decent trouble shooter at the local news station he/she can usually get something done (without releasing your name).

Other than that you are going to have to suck it up and confront them...are you willing to let someone take something from you that you have a right to use just because you are scared.

I live in the U.S. and have similar issues with my vacation home in the Florida Keys. I don't know if this will work in the U.K. but it is worth a try . . . First of all, the big argument is over where to park boats instead of cars . . . Our neighbors want to park their boat to close to our property line and prevents us from parking our boat on our own property. We tried everything . . . calling the city, code enforcement, we even offered to pay for additional concrete on the other side of their property nothing worked. My neighbors are what we refer to in the U.S. as "new" money. Horrible, horrible elitist snobs. Keeping this in mind, we decided our best tactic was to put up the traditional light-up manger scene - only the wise men were replace with blinking pink plastic flamingos - it's truly awful. It blocked their ocean view and after about six months they asked us to take it down and we did so on the condition that they move their boat.

I would file a lawsuit against them in court to establish that I have a right to use the alley. The alley rights would be referenced in the chain of title of both properties. That is to say, if you researched the title or history of deeds of both properties, the alley rights would be referenced in both titles.

A court order would establish and reinforce the rights to use the alley. If you do nothing, their open and adverse placing of a locked gate could be sufficient to start the clock ticking on the timetable to their actual ownership of the alley adjacent to their property by adverse possession.

It is possible that an attorney's "letter of representation" to the neighbor may be sufficient to make them remove the gate and give you unimpeded access to your property.
