I have to go into safe mode to do some work and if I hit enter on password protection can I make a new one up? Then Later I will make a new password. I hope I am doing that right and only helpful people reply with a good answer.

no if you have a password on the administrator account you will also need a valid password to get into safe mode

If you have a password on an administrator account, use it.
If you never put in a password for the administrator account, use the password when the computer was first used. If that does not work the answer may be no password at all. Just click continue or whatever. Two days ago I deleted a file, msimg32.dll, I was asked for the password at next startup. I clicked enter without putting anything in. This was not the usual logon form.

unfortunately yeah you will not be abel to access the pc if there is a password even via safe mode. If you have forgotten your password or for some other "LEGIT" reason then you may try http://home.eunet.no/pnordahl/ntpasswd/
should do the trick
