I apologize I'm referring to America. And to the person who referred to as the classes as to wealth. Upper and lower class has nothing to do with money but the way one behaves and responsdes to things. Thier are upper class people who are poor and vice versa.
Criminals have nothing to do with the question. There is a book called victimless crimes it would do you good to read it.
It bascially says everyone is a criminal because one day one thing may be legeal like walking a dog without a leash the next day it is not and therefore everyone that walks their dog without a leash is a criminal.
I'm strickly referring to upper and lower classes. This has nothing to do with econimics.
