For someone seeing light for a first time it is magic; electricity helps to control the elements, for example, so yes I can say that humans can control some elements and yes, I believe in magic.

Magic is "on stage"; magick is elemental --- not strictly "occult".
It is possible for SOME to control the elements...just because they are in a human body it would still remain suspect if their spirit being is 'human'...highly unlikely. (Meaning it is Angel, Faery, etc incarnate.)
A few humans might be able to use elemental energy to make things happen; but not on a large scale.

Once a shaman told me he could control the elements...and 20 minutes later he said he was frightened that another hurricane would come to our community...odd statements...I am skeptical that a mere human can influence something as big and powerful as nature and EARTH...

Nope, the Elementals do that. We can make requests of them however. Like anything else though, be careful what you request as the energy has to go somewhere.

Possible, yes. Is it wise? No. Fiddling with nature has consequences that others get sucked up into should it be done badly. Droughts and floods are not fun.
