Is there any way to control a remote pc just by merely knowing their IPs?...or you still need to install some sort of backdoor programs?..

Knowing someones IP is like knowing their phone number! Just because you have it doesn't mean that when you call it you will get an answer.

You need to know how to get that number to answer.
(That is about ALL the information that I would give you.)
