Not sure if this helps, but our local UK library enquire when you join if you read English only. If not the policy is to order in other books.

We are a small village and only have a couple of people who use the service, but it is there.

I'm from Ireland and I have seen a selection of books in Polish in a library in the city nearby. It's only a small percentage of the overall amount of books there, but it's a start.
