if i have static ip can i have DNS zone and can i register any domain in may server
plz explaine more about DNS

Yes if you have a static IP that is IANA routable. DNS= Domain Name System or sometimes Domain Name Server. Fancy terms to describe that we as humans have a hard time remembering 4 octets of numbers. We remember words better. So DNS converts a routable IANA approved IP address, to a name.

So instead of typing in http://69.147.114.210 we type in http://www.yahoo.com
The computers don't have a problem remembering the octets, so the initial request goes through a resolver that is a part of your browser. From that point on it's strictly IP to IP communication and DNS is no longer required, until we make a new DNS request.

Yes static is centric in forming a DNS zone, usually that be the DHCP server by convenience for most. DNS works as a top level networking protocol and work hierarchically to collectively solve the kind of problem "What is the IP given the domain and host name?"

However registering a top level domain is not automatic and from registering a name to actually complete a setup is a pricey supposition.

DNS server ... is used to assign IPs automatically for computers .. but that happens only when the computer is set to ... otherwise, if the computer is set to .. then the IP is set statically by you
