You are not very specific on the question, so taking in to account I would say the way that communicates to the most people on earth at one time, cheaply, and simply.
I'd go with radio, it is a widespread technology so it is affordable to all. Easy to use.
Not always enough cell phone towers up for coverage to use em, land line telephones are rare in some countries. Satellites have limited ability to traffic communication. Newspaper and mail take too long.
But in the future, cell phone can get pretty nifty
