yeah sorry assuming water is cold does the soda create heat or not?

I think that the questioner means how hot do you have to get a solution of NaOH before it evaporates to dryness.

NaOH solution can be boiled dry to get solid NaOH at just over 100C. The solid will probably deliquesce, ie will absorb water, so it will not be possible to get perfectly dry NaOH unless the temperature is then raised considerably - say to 150C.
