I am going to a Weird Al concert in August. I was wondering if and how to get up close to Weird Al (or any other artist or band) before and after the concert show. I have been to concerts before, but I've never gotten the chance to see a singer other than when they're on stage. Do some singers or bands set up meet and greets? And what is the likelihood of taking a picture with a singer (like Weird Al) or getting an autograph from them? Basically, without going backstage (and getting jumped from his/her security), how can I see an artist as up close in person as possible?

I wait by the exits of the venue, sometimes the band/singer will sign autographs and pose for pictures as they're leaving. Or you can find out his hotel and stake it out, lol. ;)

Good luck!

Not without a BackStage Pass.

or, you get lucky and the artist happens to come down to where you are or you happen to be outside when they are leaving...many times they will stop and sign autographs but, that very much depends on the artist.

Now, when we're dealing with celebrities, bands and other artists, many times it's simply "who you know" that knows them that can get you close.

Many artists avoid the "average adoring fan" simply because an obsessed fan can be very unpredictable and there's no telling if someone is out to do some harm, so the artist's stay within "controlled" conditions with bodyguards doing the blocking and shielding.
