The order consists of members like dumbledore and many of the teachers who have proven themselves true and loyal. There are non teachers in it too. Harry and his friends joined it without actually joining it whilst on holiday and discovering the truth about the order.
Think of the order of the Phoenix as the Jedi's... the good guys..

The Order Of The Phoenix is an secret organization founded by Albus Dumbledore. Its like a club thing, to fight against Lord Voldemort and his followers, Death Eaters, even before Harry was born.
They were disbanded after Voldemort killed James and Lily Potter, and tried killing their son, Harry, but the spell backfired and thats how it all started. And then The Order Of The Phoenix started up again after the 4th book, when they discovered Lord Voldemort's return !

The Order of the Phoenix is an orginization Dumbledore formed to combat Voldemort in his first rise to power. There never has really been any mention of how people were accepted into the Order, though most likely Dumbledore probably asked those in it to join. Memebers in the Order the included Albus Dumbledore, Aberforth Dumbledore, Sirius Black, Minerva McGonnagall, Arthur Weasley, Molly Weasley, Bill Weasley, Charlie Weasley, James Potter, Lily Potter, Remus Lupin, Peter Pettigrew, Frank Longbottom, Alice Longbottom, Kingsley Shacklebolt, Rudeus Hagrid, Nymphadora Tonks, and Alastor "Mad-Eye" Moody. The Order of the Phoenix is a "secret" group Dumbledore founded separate from the Ministry of Magic and Hogwarts whose mission it is to fight Voldemort.
The members were hand picked by Dumbledore to include only the most trustworthy. Most of the adult age wizards on Harry's side are members of the Order. No new members are added to the Order, although theoretically I suppose they could have been with Dumbledore's endorsement. Harry, Ron & Hermione and the Weasley twins being a slight exception. When they became official members of the Order is a little vague, but it probably coincided with them coming of age, which in the wizarding world is at age 17.
You should really start at the begining and read all the books, it is well worth it.
Edit: Correction. The others are quite right that the order existed before during Voldemort's first reign of terror. It was negligent of me to omit this.
Of course, new members were admitted when it reformed. I simply meant that in the course of the books no one new was admitted apart from Harry, Hermione and the Weasley kids.
It would makes sense Dumbledore would have all the adult members he wanted already, theoretically new members would probably all be young wizards coming of age.
With the threat of things like the Imperius curse, it would have been dangerous to recruit new members.

It's is an organization founded by Albus Dumbledore to go against Voldemort and his Death Eaters.
They disbanded after Voldemort was destroyed (when he killed Harry's parents), but it was started up again in after the Goblet of Fire.
New members are definitely allowed...I assume the older members invite new people to join. When the Weasley twins, for instance, were old enough they were allowed to join in the meetings.

The order of the Phoenix is a club or like a club. Started by Dumbledore its members are people who are against Voldemort and who work against him in every way possible. Its members are the Weasley family, Mad Eye, Lupin, Sirius, Snape, Kingsley Shacklebolt and various other minor members. Like the Phoenix that rises from the ashes giving the Order its name. So to do the members keep striving to bring about the demise of Voldemort. They become members through there usefulness and willingness and commitment to the downfall of Voldemort.

The Order of the Phoenix is a secret organization that Dumbledore founded many years ago when Voldemort first rose to power. The purpose of the organization was to fight Voldemort and his deatheathers and to protect other wizards and witches and their families.
Yes, new members can join but the Order of the Phoenix have to make sure that they are not undercover deatheaters.
Mr. and Mrs. Weasley are in it as well as Bill and Charlie Weasley. Dumbledore was in it as well as Sirius Black, Madeye Moody, Serevus Snape and Remus Lupin and Nymphora Tonks. The Auror Shacklebolt is in it too, along with other wizards and witches.
Book 5 gives a very good listing of who all were in it when it first was created, many of whom died.

the order of the pheonix is an organization specially formed to resist voldemort. initially, the order was formed by dumbledore during voldemort's peak (before harry was born) to fight him and his death eaters. the order's most important member include dumbledore, his brother abeforth, harry's parents, nevile's parents, the weasleys, sirius, lupin and many others. and yes they get new recruits. the order was reorganized again when voldemort return to power and they recruited newer, younger members that include harry and his friends.
