We have a number of small pueblos in the state of Jalisco Mexico where there are a lot of mexican ranches. We have women with green eyes such as:

If you're asking why .... green eyes are usually recessive even in people of largely European descent!
If you know the people with green eyes have no European genes then its some interesting local mutation ... if not then one of the early european settlers in the area was part irish or german or the sort of spaniard who really did have visigothic ancestors or came from a part of northern spain where celts once lived.
human nature being what it is I'm sure I dont need to tell you how the recessive gene spread in your local gene pool?
from appearances the young lady in the photo is probably mostly "european" genetically but could have some amerind genes a few generations back?
