Slow economic progress and developmental activities, conservative attitude, poor roads and communications, corruption at various levels, lack of clarity in govt. policies, religious diversity shutting out liberal welcoming arms for tourists, food habits, poverty -- all these are the factors that hinder tourism development in India!
Tourism is developing as a great industry by itself, because of the global nature of fast communications, media popularity and the advertisements received by tourism as a whole, readiness of people to travel and visit other parts of the world, far away from home, and the money flow in middle class in some countries with job opportunities, the 'curiosity' of people about spiritual exploration possibilities in some parts of the world etc.!

these days tourism in india has developed a lot and you can number of tourist coming to india has increased a lot especially in rajasthan and himachal pradesh it is affordable country as well and number of literate people has increased a lot.

The main complaint i have come across is lack of proper signs, information , and primarily the absence of Clean Toilets, as indians dont believe in leaving the toilets clean for the next person to use as they think it is someone else's job.Plus they leave their shoe prints on the toilet seat to add insult to the injury, on western toilets.
