In most contexts, TLC means "Tender Loving Care."
When talking about a car, they'll say something like, "the interior needs a little TLC." that means the carpet is dirty and needs to be cleaned, or the seats might have a couple cigarette burns that need to be fixed. It just means that it's not perfect, and needs some work :)

TLC = tender loving care
It means they took very good care of the auto.... but don't believe it. They probably say it belonged to their grandmother that only drove it twice per week, to the store and to church.... buyer beware.
