Your hardware store has stuff called DryLock. It is usually in the paint section. Paint the walls with it. It will seal the damp out. It seems like a more expensive fix, since the stuff is about 25.00 a gallon, but if you try Damp rid, or diatomaceous earth, you will have to spend a lot more over the course of a year than with the DryLock. Try leaving on one low wattage light all the time, this helps to dehumidify. We did that in our closets in Panama, and it kept the mold and mildew off the leather.

In my basement, I painted the walls with a water blocker paint like Ugli water proof paint.
I then installed a quality dehumidifier. The basement is cool but don't damp.

Dehumidifier, they sell a good one for about 200. It pulls the moisture out of the air and you can empty it every day. We use one at our church and it pulls about 1 gallon a day out of the air when it is raining. The church smells a lot better too.

put cups of baking soda around ur apartment.... it absorbs humidity and dampness.
