That was Vice President Dan Quayle. He was in a classroom watching kids when a boy wrote "potato" on the board and Quayle said he spelled it wrong.

The answer you're after is Dan Quayle - in 1992.
But it wasn't actually a matter of HIS not being able to spell. He was given a card to read (for a staged spelling bee) with it spelled that way.
