As an individual you don't. As a country you just make very few one year. That works in the U.S., Canada, the UK and some European countries, but does not matter to much with the 3rd world countries, for few collect their coins and people living there can not afford to do so.

By working for a government mint. By definition, countries make coins; private mints and individuals make medals, tokens and other exonumia.

Its called counterfeit .... if YOU "make" it ... it's not rare, its a fake
