Does anyone know the common or scientific name of this fish?

I read an article in a fish magazine several years ago about an
African Cichlid. It's about 2-3 inches long, and sort of a yellowish color. The article referred to them as sand dwellers, because they're constantly busy building mounds of sand. They situate a shell on top of it, and sleep and breed in it.

I hope someone can help me with this. Maybe some one knows where I can get some, too. They're probably hard to find.

That could have been any one of several fish actually. Here's a few choices:

http://www.cichlid-forum.com/articles/n_brevis.php
http://www.tropicalresources.net/phpBB2/fish_profiles_multifasciatus.php

All of those fish are fairly commonly available through places like aquabid.com

That group of fish you are referring to is called shell dwelling cichlids, so a google search and a little time scanning pictures might find it if none of these are your fish.
