Line y = mx + C has slope m and cuts y axis at (0 , C)

Line y = - 9 x - 3 has slope - 9 and cuts y axis at (0 - 3)

This line can be drawn by giving some values to x in order to obtain y:-
(0 , - 3) , (- 1 , 6) , (- 2 , 15) are points on the line.

You REALLY need to become familiar with this form of a linear equation...
y = mx + b

It's called the "Slope-Intercept" form.

m is the slope of the line.

b is the value of y where the line crosses the Y-Axis... the point is, of course, (0, b)

If the slope is positive, the line is going up from left to right. (/)

If it's negative, it's going down from left to right. (\)

The larger the number, the steeper the slope.

If the slope is 0, the line is horizontal. If the line is vertical, the slope is said to be infinite.

From their "Slope Intercept" forms, you can tell whether or not two lines intersect. You can tell if they are perpendicular.

Oh, and in answer to your question, it's in the form y = mx + b.

Well, I think that it is worked out like this...

One point slope formula is
y = mx + c
where m = slope
and
c = y-intercept

y= -9x - 3
y = (-9)x + (-3)
When comparing it with the one point slope formula you'll get
m = -9
and
c = -3

slope: -9
y-intercept: (0,-3)

using the equation y=mx+b, you automatically know that -3 is the y-intercept because to find the y-intercept, subsitute 'x' with '0'. so, a quick way to remember that is that the y-intercept is whatever number is "b" in the equation.

the slope is "m" in the equation.
