I am doing an exam right now on the Constitution and I have to answer that question I can't find the answer in any part of the Constitution. If anybody knows the answer I would appreciate the help.

Speeches by Senators and Congressmen are printed in the Federal Register which is printed (almost) daily. However, you must be warned that the Register contains speeches and proclamations that were never made. People in Congress have this right. It is usually to demonstrate to some constituent or group back home that they are looking after them.
