In preschool and kindergarten there is no standard about teaching language skills. Unlike the US, kindergarten is not part of the formal elementary school system. Compulsory education begins with the 1st grade. Of course, some children learn some hiragana and katakana (maybe even a few simple kanji) before they enter elementary school, but the system assumes no prior knowledge about reading and writing before the 1st grade.

1st Grade: hiragana, katakana, kanji #1-46 (there is an ordered list given by the Ministry of Education)

2nd Grade: continue hiragana and katakana, kanji #47-151

3rd Grade: kanji #152-338

4th Grade: kanji #339-543

5th Grade: kanji #544-737

6th Grade: kanji #738-881

Beyond that, I don't know the order of the kanji, but by the end of high school a total of 1850 kanji should have been taught. In truth, the students will have been exposed to many more kanji that are not formally taught, so their kanji proficiency will probably be closer to 2500.

Preschool: prereading, shapes, colors, tracing, etc.

Kindergarden: hiragana and katakana

1st Grade: hiragana and katakana again (because kindergarden is still non compulsory) and the first 40 or 50 kanji.

2nd Grade: about another 100 kanji

3rd Grade: another 200 kanji

4th Grade: another 200

5th Grade: same thing

6th Grade: again, same thing

7th Grade: This is the first year of Junior high school. In seventh grade they start conscientrating less on learning kanji and more on literature. This is also when compulsory English language classes begin (though some elementary schools have just begun offering English sooner)

8th Grade: More english, more Japanese lit, a few more kanji

Freshman: Last year of Junior High. Same as above, but they also spend a significant portion of the year reviewing everything that they have learned up to this point to take high school entrance exams.

Sophmore: This is the first year of high school for Japanese students and what they are taugh can vary wildly depending on the sort of school they are accepted into. Highly academic schools will teach more kanji, more english, and often spend some time on reading works of old Japanese (kinda like reading Chauser in the original middle-english). The lowest level schools will basically rehash what the students were suposed to have learned in Junior High.

Junior: More of the same

Senior: More of the same, but the high and middle academic school students will spend most of the year preparing for college entrance exams. The lower level and technical students will start looking for jobs. In general however, by the time Japanese students graduate highschool, on average they know about 2000 kanji. However, higher academic school students may know many more and lower level school students may know many fewer.
