Both. Some jobs command respect for the office and the person in that job. But I believe that personal respect has to be earned

Respect is earned or gained ...by experience. Respect for a person or persons comes from interaction with them in some form ... as does respect for, say, electricity ... If you've ever been shocked or saw someone demonstrate the power of it ... you respect and somewhat fear it ...
For someone to "command" respect ... that just means they first strike "fear" in the people they want to respect them ... later, that can turn into respect or complete loathing.

Neither. The respect you receive is up to the other person to decide how much they will offer.
When offers you little to no respect, it is then your choice on what you will do. This assumes that you have set limits and have defined what is respectful behaviour that must have to interact with another.

Treat people how you want to be treated.
When people start to notice that this behaviour is a CONSISTENT feature of your behaviour they will grow to respect you.
