Don't know about the cheapest sources for Precious Metal Clay or Art Clay Silver, but you can check out the various links I have re metal clays on this page of my site to see if any of them might be cheaper than others:
http://glassattic.com/polymer/Characteristics.htm
(... click on *Metal Clays* near the bottom of the list...)

If you don't need your items to be "real" and solid silver, you could use a polymer clay then cover it with a real-silver powder (or a real-metal powder that looks silver like Eberhard Faber's pulvers or some in the Mona Lisa line), or cover it with silver-colored metal leaf, for the brightest, hardest silver look. (You could get a slightly pearlier silver look from using a mica-based powder like Pearl Ex too.)

If you're interested in other ways to make faux silver or other metals with polymer clay, there's a summary on this page:

(...click on the category called "Metal" ...)

Try metalliferous.com or riogrande.com. You have to have a membership for Rio Grande, but I think it just requires a phone call to the company to set it up-no fees.
