Guppies are top water fish, that's were they normally live. For him to spend most of his time at the top of the tank is totally and completely normal.

Oh well, my dear.... guppies are top dwellers. Most of the time they feed near the water surface, occasionally swimming to the bottom to forage for food too.

How do you define top, middle & bottom dwellers? The answer lies in where the mouth of the fish is positioned.

I'm sure by now you can see that your guppy, like most types of livebearers (fish that give birth to live fish) have mouth positioned high up. Other live-bearer top dwellers are like mollies, swordtails & platies. Other types of top dwellers include zebra danios, panchax and Arowana.

You can try other types of fishes that swim in the middle if you don't like all top dwellers. Compatible with guppies are corydoras, (a bottom feeder) and maybe certain tetras, like neon tetras, rummy - nosed tetras etc as tetras mostly occupy the middle level.

It could also be due to that they are sick... look out for signs like discoloration, not eating, white slime on their body, white little dots etc.

Ask the aquarium shop assistant for medication compatible with guppies.

I hope this helps!

Is he in a bowl or a tank?

Perhaps the water does not have enough oxygen in it, so he has to go to the top to breathe. That happens a lot with bowl fish.

Not enough oxygen in the water get a air pump and air stone for your tank.
