High-definition DVD±RW/CD-RW drive with read support for next-generation HD DVD formats.

Can regular DVD±RW/CD-RW read HD dvd or does it have to support it?

It has to support it. If you think that the drive you are looking at is really expensive, then you know that it is either Blu-ray or HDDVD.

Regular DVD drives can not read HD DVD or Blue Ray DVD
Reason they use a different laser

It really depends on the Optical Drive and Firmware Updates Applied.
As a general rule it will tell you when HD is supported. So, if it says it will READ, it thats it it will read ONLY, In the future releases, it will tell you when it can read and write this format.

the dvd+rw/cd-rw mean that you watch a movie and listen to a cd but you cannot burn then
