The plastic bag of water is -supposed- to deter FLIES, not mosquitoes.
Apparently the continuous reflections of light distract (or warn) the vision of the fly.
This is just a stop-gap (temporary) fix. Remove standing water for mosquitoes... keep the area clean of debris and waste for flies. These two options will fix the problem at the source:birth of the critters.

Supposedly, like Pebblespro said, I too have been to a country restaurant with about eight bags of water hanging on the porch. When we asked what that was all about they said it keeps the bugs away. There must be some truth to it. For Saturday's Child, THE BAGS ARE TIED and then hung up individually, like a water balloon no gas or anything, it may be something with the sun shining or reflecting on the water and pennies, prism effect maybe, not quite sure. Hope this helped :-)

With every day pass, our country is getting into more and more trouble. The inflation, unemployment and falling value of dollar are the main concern for our Government but authorities are just sleeping, they don’t want to face the fact. Media is also involve in it, they are force to stop showing the real economic situation to the people. I start getting more concern about my future as well as my family after watching the response of our Government for the people that affected by hurricane Katrina.
According to recent studies made by World Bank, the coming crisis will be far worse than initially predicted. So if you're already preparing for the crisis (or haven't started yet) make sure you watch this video at http://www.familysurvival.tv and discover the 4 BIG issues you'll have to deal with when the crisis hits, and how to solve them fast (before the disaster strikes your town!) without spending $1,000s on overrated items and useless survival books.

That is a new one on me and I live in mosquitoe country (Florida). I'll be curious to see what answers you get. What I don't understand is if the pennies and water are in a bag - then even if it's giving off some kind of gas or smell, how would it spread into the air?

I've never seen or heard of it. I thought that the water would attract mosquitoes...couldn't tell ya about the pennies.
One thing I do know is that if you crush up Bay Leaves and cat nip and put them together in a breathable material like a women's ankle high pantie hose... it repels all kinds of flying insects...plus it's all natural and cheap to do !

It's used for flies only.
I've been told that it messes with the flies vision. It's supposed to act like a compound mirror. So the fly sees everything around it, and it gets spooked.
My wife told me about it last summer and we tried it. Can't say it did anything for us, other than get some bags of solar warmed water out of the effort.

I've seen it tried for flies and in my book it doesn't work. Wouldn't expect it to work for mosquitos either. Old wives tale.
