Age doesn't matter when it comes to belly dance. Some classes may have age limits, but that can be waived. My daughter started a couple of years after I started, when she was 15. The rec center listed "16 and up" for the class, but our instructor waived that so she could take the classes. My dance instructor has twin daughters who were already great dancers when I started taking classes with her over 7 years ago. They just turned 16.
I would advise anyone who wants to really learn belly dance to take at least a few classes with an instructor. There is just so much that you can't learn from a DVD or video clip on a website. There are so many cultural nuances between various Middle Eastern cultures that DVD's won't usually cover. Posture is very important in any style of dance. If your posture isn't correct you could hurt yourself, or at least not be able to do the dance movements correctly. It's definitely nice to have other dancers to learn with (and learn from). Sometimes they have a question about a movement or costuming that you wondered about, but just hadn't thought to ask. It's always good to have feedback about how you're executing movements, so you know whether or not you're doing them properly.
Once you have a good foundation, then working with DVD's is a great way to supplement your dance practices.
Both of these sites have lots of great info about belly dance.
Shira's website.
http://www.shira.net/
Middle Eastern Dance website
http://www.middleeasterndance.net/
Both sites also have information on finding instructors.
Shira's website has a great section on videos / DVD's, ratings and reviews. Many dancers find the videos by Veena and Neena to be good. Another great DVD is "Bellydance Basics and Beyond: Technique for a Solid Foundation (2006)" by Jenna.
Good luck.

You are not too young to learn . Gilded serpent has video reviews . Just stay away from the twins and dolphina They are confused.
Net Flix has about 20 belly dance tapes.
Find locals on SHIRA. They will help you out I am sure. All of them use video tapes so they can recommend some. Workshops are good shopping trips. Vendors know where they are being held. Instructional tapes are at workshops.
publications are listed on SHIRA as well. All of them have ads for instructional tapes.
You can also check the yellow pages> dance of big cities at the library phone book collection.
There is now google video and you tube. They are teaching a bit there too.

Why don't you want to take classes? They can be as much fun as the actual dancing.
