Should rapists be allowed to wear kilts?

I've heard that kilts are making a come back and i can see the appeal (va-va-voom!).
But they seem convienient for a rapist to do his "business" with.
So shouldn't it be illegal for rapists to wear kilts?

rapists should have there units cut off and then be made to were a locking device so they can't hurt anyone eles.
