First and foremost, it means to not get into any debt that you cannot handle.
This means, your credit cards should (or can) be paid off in their entirety every month, the car note (and everything associated with the car) should not make a dent in your finances, your rent or mortgage should be less than 1 paycheck.
It also means that you are saving money: retirement account, regardless of your age, mutual funds, savings accounts.

To be responsible with money means to not have to ask someone for some to borrow because one used their money on wants instead of needs. Now one needs to borrow to pay the bills.

my mother used to tell me you spend 1/3 on bills ect ect. 1/3 on your self and 1/3 to charity but since i'm cheap lol 1/2 bills 1/4 self & 1/4 savings being responsible with your money just means you dont blow it all on the first thing you see you save some you spend some. its all about dividing it up equally so you dont spend more than you earn

To me that means "that what you spend is less then what you earn/have". That you know the difference between necessity and luxury,there are things you need and there are things you WANT.And that you are self sufficient.

Spend LESS than you earn. Don't by things you can't afford. If you can't pay cash, you can't afford it.
