"You! Yes, you behind the bikesheds, stand still laddy!"
Go to the City Hall in the City you were born in to request a copy of your Birth Certificate. You do not need ID to do this. There is a small fee for a copy -- usually $5 or so.
Once you have both your Driver's License & copy of your Birth Certificate, you will have no problem getting a Social Security Card.

You don't need ANY ID to get your birth certificate. Also, if you went to a US school (public or private) your SCHOOL ID can be used to get your Social Security Card. You can also get a Letter of Identification from someone such as a school counselor or public official. A BANK STATEMENT can suffice at times as well. The easiest place to start is the Social Security Administration.

No. In order for me to get my birth certificate, I just needed to be born. The doctor didn't ask for 2 forms of ID.

You can get your birth certificate without ID by using http://www.vitalchek.com. All you need is a credit card in your name.
The social security card has gotten a bit more difficult. You do need ID of some sort to get it.

You can't have ANY pudding if you don't eat your meat.
I know....thank you Mr. Bush (and your paraniod constituency) for making it so hard for us to prove that we are citizens.
You should be able to get a birth certificate without a picture ID. Usually you just tell them your mother's madien name and some other stuff, and they send it to you. Good luck.

Don't forget passport. It's been a while, but I believe that you send your birth certificate to the agency with your application and that's the only ID you need. (from there they do a thorough background check).
