Cables and power cords are loose or twisted together

Could be defective sound card or defective speakers.

Try the speakers on another computer if posible.

If they do the same on another computer, the speakers are defective.

If they work properly on another computer, turn off your computer you are having the problem with and reseat the sound card (remove it an plug it back in 2 or 3 times - this cleans the contacts). Power it on and try it again.

If the speakers still do not work, replace the sound card.
