It depends on how the colon is used.

No, you don't use capital letters after colons. But you also don't say "mollie: a nice girl". You say "Mollie, a nice girl,..."

Colons are mostly used when listing items, eg. Yahoo's Website consists of: Mail, Answers, Sports, Personals, etc.

If a proper sentence follows a colon then the rules of capitalization apply. Example:

Betty couldn't decide between three items: wheat bread, white bread, or German rye. (this is not a complete sentence so it needn't begin with capitalization.)

Betty couldn't decide: Should she buy wheat, white, or German rye? (This serves as a complete sentence, requiring capitalization.)
