'Cologne' derives from 'Eau de Cologne', a French phrase meaning 'Water of Cologne' which refers to a lighter perfume that first came from Cologne, Germany. Cologne typically has a much smaller amount of essential oils than does perfume. Since men in this society tend to prefer to wear less intense scents than women, they tend to prefer cologne.
Both men and women use cologne. It is a matter of personal preference.

my wife...with the exception of her "Vera Wang" purfume...likes men's colognes more than women's perfumes..the perfumes for her are a bit too flowery and sweet...
