It sounds like it must have been an answer to a question about war or occupation of a country and I beleive it was an American who used the phrase?

A lot of people have used that quote. It's been around for generations..... literally!

President Ronald Reagan was perhaps the most famous or noteworthy. He used this phrase when proposing welfare reform: "Here in California nearly a million children are growing up in the stultifying atmosphere of programs that reward people for not working, programs that separate families and doom these children to repeat the cycle in their own adulthood.

I believe we can change this. There is no greater challenge facing the state or nation. Why shouldn’t California take this “giant stride for mankind?” If not us – who? If not now – when? "

Reagan may not have coined the phrase, but he popularized it.

Jewish Rabbi Hillel had a very similar quote, shown in the link above by another poster.
