When the earth's plates shift, they cause minor earthquakes that are "invisible" to us. When they shift they send waves to the surface, causing waves. It also cause movements of the water by the wind. Try these sites to find out more information. They give info on wind-caused waves and plate-causedwaves

Any force on the water will cause waves. Be it the moon's gravity, a boat moving through it, earthquakes, wind, etc.

You mean waves from a point in the ocean? Most times they are minor earthquakes... Ships in shipping lanes... Various things. You'd have to be more specific.
