So is this two 2.1 GHz processors or just two processors at half the speed running at 2.1 GHz together? Thanks!

You cant get two processors running half a speed to add up to the total. It has to be each totaled to 2.1 GHz so in total you have 4.2GHz but not really because each processor will do different things so technically you have 2 x 2.1GHz ... confusing?

It's 2 processors running at 2.1 ghz running in parallel

yes it is a dual core processor, two cores both running at 2.1Ghz. they don't add up they act as two 2.1ghz processors and applications and tasks are calculated separately, but they are working together.
