All limitations are "per day".
At levels 6 and 7, you may pass out 100 stars a day. Once you reach the limit, you will receive the following message:
Daily star limit reached
Thanks for starring and sharing questions you find interesting! You're a star! Sadly, you've reached your daily 100-star limit.

I found out I can give 100 per day. I don't know if it's the same for every level.

reach a new level and you'll see the answers to all that appear. I just found out we can only block two hundred people. its probably a good thing for me. : )
