No phone service is free. Even if the company claims it is free, there are always hidden costs.

well, there is a few communication programs that are technically VOIP

http://www.ventrilo.com/

there is also roger wilko and a number of others but the top 2 are the best.

i personaly use teamspeak.

note: both of these require servers so u can connect to talk to other people.
the server is free so u can set up your own, just requires u to run the setup and start it :P

Skype is free if your talking to someone else on Skype. I don't think there is any free VOIP that lets you call to other networks.

There are softwares like Ventrilo and Teamspeak they are VOIP but you the person you want to speak to has to download the software and be on the same server
