Images from Google Earth and maps.live.com are taken from old satellite images. There is no real way to determine how new they are, but I'm betting they're about the same.

As far as getting a new one, many things have to happen. First, the satellite must be passing over the area. If not, it costs TONS of money for the government to re-task the satellites. Second, they have to take a photo at the time. Third, Google Earth has to buy the new photo and upload it.
