Few things are more frustrating than a lawn mower that refuses to turn over, no matter how hard you pull on its cord or curse its ancestry. More likely than not, your balky engine is suffering from fuel troubles—either too much, too little, or too old. Before you haul it to a shop to be fixed, try troubleshooting the problem yourself.
1. Make sure there's gas in the tank. If not, add some.
2. Give it a rest. An engine that's getting gas and not starting probably has a flooded carburetor or cylinder soaked with gasoline. Often your nose can make the diagnosis: Flooded engines reek of unburned fuel. Park the mower on level ground, and wait about 15 minutes for the gas to evaporate. Then try starting it again, with the choke off.
3. Freshen the fuel. If the engine starts and quickly stalls out, the gas may have gone bad from sitting around too long. Siphon out the tank, and add new gas. Take the old stuff to a hazardous waste recycler; dumping it anywhere else is illegal.

It sounds as if either you are having a problem where the engine needs to be choked before started and the mixture is not rich enough at start up to get it running, or you are not getting ample fuel throughout the system. First try putting some gas in the gas tank and then, take off the air filter, and have a friend put there hand over the opening of the carburetor. Then pull start it. If it starts up quicker (say in 5 pulls or less) it is most likely you are going to need to start choking the carburetor. If it does not have a choke on the carburetor or a primer bulb, I would take the carburetor off of the lawn mower, and clean out EVERYTHING, and also make sure the HOLES in the jets are CLEAN CLEAN CLEAN! Also your float level may be set too lean, resulting in you having to choke the lawn mower to get it to start. So while the carburetor is off, take the float off and bend the tange on the float where the needle sits, and make sure the float is parallel with the ground once you put it back on and flip the carburetor upside down. This should fix the problem! If you put the carburetor on, and it runs better but starts overflowing, you will need to adjust the float again and bend it the other way so it is SLIGHTLY leaner. Lastly, a simple problem that some people overlook, is your not getting fuel completely through the fuel line, try draining the fuel, taking that off and cleaning it as best as possible! Good luck!

Does it do anything? Does it try to start? Run for a bit and quit? A bit more information may help determining what the real problem is. I agree that the most common issue is fuel. Usually a carburator that needs to be cleaned. The only way to effectivly clean a carburator is to remove it, take it apart and soak it in a quality parts cleaner. Than reassemble with a rebuild kit.

First of all, make sure that there is GAS IN THE TANK!!!
If that does not fix it, there are multiple products to solver your problem. A good one is Motomaster Small engine (or something like that) tune-up. There are also several products that clean the engine.
Also, if you have not used it in a long time, the fuel might have become stale and does not react easily. If so, dump it or use a hand-pumped siphoner.
FInally, if all else fails, go to a repair shop or buy a new one.

Check the spark plug first, see if its fouled, soak it in a little gas and then take a small piece of sandpaper or a poket knife and clean the gap. If the carbuerator is acessible pour a SMALL amount in it and try to crank it. If its not turning over or anything check the battery it could be dead.

Is there gas in it? Are you trying to start it on an incline? Is the choke adjusted correctly? Call someone who sells Lawn Boys & ask them if they know what it could be.

get a can of carb cleaner and take off the air filter and spray it on that, trust me, it will start. after that you should be able to put the filter on and use it as you normally would.
