.eml is the extension for Outlook Express Electronic Mail. So, you would want to use Outlook Express or whatever mail reader you use to open the file.

That is the extension for saved mail messages in Outlook or Outlook Express.
Open the files with one of those programs. Outlook Express is on all Windows operating systems up to XP.
